Life HistoryP. elsis has a two-year lifecycle. Young or almost mature larvae will overwinter and will pupate in June to July.

Range
This caddisfly is restricted to the western Cordillera of North America, ranging from the Yukon and Northwest Territories south to California and Utah. There is one specimen recorded from North Carolina.
